Question about voting files

What does it mean when a file that has been on the voting page is no longer there? Does that mean the file is being worked on? I have noticed that several files on the diaper voting have disappeared. Just wondering.

That could mean one of three things:

1. It's already on the site.

2. It's in progress

3. Someone else already suggested it and the new suggestion was a duplicate, so EMG removed it.
