Even if it were at the very top of the list, there's no guarantee that the file would be made. EMG creates files based on what he feels would be an interesting addition to the site, rather than on whatever simply has the most votes.

Just an FYI: With the exception of custom work, EMG doesn't do files that could potentially endanger the listener's health. If you want a file that encourages gluttony, don't even bother with the voting page; you're going to have to pay up and absolve EMG of liability for the consequences.

Does EMG always make a file for the top suggestion of each voting category? I assumed that by default, he simply started at the top of the general voting page (where Complete 2-Hour Baby isn't even in the top 10) and worked down from there.

As the file description states, it cannot be removed except by its creator. If you don't want to pursue this route, however, you can try using an audio editor (Audacity, for instance) to remove the curse aspect of the file before using it.
